A Watch or a Warning?

When I see a graphic like this one from KCTV (Kansas City), I have no clue if this is a “watch” or a “Warning”?

Looking at the top part, it appears that the orange area is a “watch.” But you read the words on the bottom, it sounds as if it’s a “warning.”

Viewers need accurate weather information! They don’t need to try and figure what you’re saying.
