How do you Activate a Hero Cat?

According to Scripps WKBW (Buffalo) the new NY Governor has just activated a hero cat.

I wasn’t sure what this was about. But after looking at the station’s website. It appears that new NY Gov Kathy Hochul signed a new “act” and it has nothing to do with a cat.
