While Elsa was making her way into North Florida, the Jacksonville stations were covering the storm.

I was a bit confused while watching this clip from WJXT.

The weather guy is in one box just standing in front of the green screen, while a Reporter is in the other box talking about damage in town.

I still am not sure what the Weather guy’s role was in this.
