Huh?

A viewer in Harrisburg sent along this screen shot from Sinclair owned WHP. 

The viewer adds, "Despite the fact that there is no official total coming from authorities in Texas, CBS 21 (Sinclair) in Harrisburg seems to have a handle on it, claiming tonight that "Millions" are still missing in the wake of Harvey.  

"Millions"...does that mean two million? Six million? One hundred million? How does a television station 1,500 miles away seem to know what local authorities don't?!"

We know the identity of one of the millions that is missing.
