WTLV, the Tegna owned station in Jacksonville ran a story on a local high school wrestler and it included a picture of the boy. 

The picture was a "proof" photo and the station used it on air. Is Tegna really SO cheap that they could not throw the Photographer a few bucks to get the "proof" taken off the pic?

Also, if it's proof, should that be used on air at all?
